Framework for Risk Based Analysis to identify suitable alternatives for waste handling and management in the High North WP8

Responsible: Javad Barabady, Department of engineering and safety University of Tromsø, Uday Kumar Luleå University of Technology.

Objectives
This project will focus on developing a generic risk management framework considering influencing factors and on using the framework to study the effect of environmental factors on the operational performance of different waste handling alternatives. The project will assess risks related to the operational performance and cost effectiveness of each alternative which includes identifying and assessing risks throughout the logistical chain of handling petroleum related waste. The project will also assess the specific conditions of establishing such systems in the Arctic/sub-Arctic regions. This includes environmental and operational conditions. The results will provide a basis on which to develop a generic risk management framework for the processing of waste management in cold environment. Based on this the main objective of this research project is to develop a generic risk management framework to assess risk related to the design, operation and management of various alternative waste handling systems in the Arctic. The research also tries to make a link between different projects which are running in EWMA.

Research tasks
The research tasks related to the sub-objectives are as follows:
Activity 1: Map state of the art with respect to designs, operation and process of alternatives for waste handling systems in the Arctic (literature study)

Activity 2: Study the main technological and operational challenges and unwanted events related to implementation and operation of each alternative for waste handling in Arctic

Activity 3: Define and analyse the main factors that may influence the operation and performance of the waste handling technologies and processes under Arctic conditions.

Activity 4: Develop a methodology for risk analysis for each alternative:

  1. To develop a method for assessing the probability and consequence of each unwanted events
  2. To develop a method for assessing the probability of each unwanted events
  3. To develop a method for assessing the consequence of each unwanted events
  4. To identify and asses risk acceptance criteria.
  5. To identify alternative ways for risk mitigation and reduction.

Activity 5: Develop a generic risk management framework that facilitates the identification of suitable alternative for waste handling and management in the High North based on local conditions.
