Student Exchange

Partner institutions can apply for a certain number of student scholarships for exchanges for periods from one week to one year.  The scholarships are supposed to partially cover travel and residence expenses (up to 70%). The host and home institutions should agree upon a study program for the student, make it suitable/recognizable for both institutions, and make sure that the student is familiar with the study program and educational rules at the host institution. Institutions list applicants for the grant/scholarship in priority order in the institutional application form. Istitutions are responsible for eligibility of outgoing students. After a partner institution has received a student grant for its own students, it is obliged to inform the host institution about the allocation and nominate own students for exchange. The home institution should send the filled-in applications of the individual student to the host institution (or fulfil the nomination process on-line). The host institution may decline proposed candidates if the students are not qualified for the study program they applied for. Host institutions need a developed reception service for incoming exchange students. Persons receiving an exchange grant, have to be academically qualified, and speak fluent English/be able to understand and speak the language of instruction. Exchange students are exempt from paying any tuition fees to the host institution, provided that they have been formally nominated to spend a part of their degree abroad by their home university.

Teacher Exchange

Institutions of higher education can apply for teacher exchange scholarships for lecturing at a partner institution with duration of up to one month. During the stay, the guest lecturer is to give lessons for at least four academic hours per week. In addition to these hours, the stay can be used for guidance of students, developing new courses, course material, methods, etc. The scholarship should be used to cover travel and accommodation expenses. The Barents Plus scholarship can not be used for salary payments for teachers or interpreters. All visits should be agreed upon and planned with the host institution BEFORE the trip. Confirmation from the host institution about length and purpose of the visit should be attached to the teachers’ application.

Administrative Staff Exchange

Barents Plus program can support exchanges of administrative staff  provided the applicants have and submit a concrete plan on how these visits can contribute to interinstitutional cooperation and exchanges.


Language courses

Barents Plus partner institutions can apply for support of the following language courses:

– Norwegian language course for Russian students/teachers in Russia or Norway

– Russian language course for Norwegian students/teachers in Russia or Norway

– Sami language course for Russian students in Norway

Participation in the language courses should be free of charge and available for all interested students/teachers.


Summer /Winter School

Teachers, students, administrative contacts and freemovers can apply for scholarship for participation in a summer and winter schools in Russia or Norway. Organizers of these courses have own procedures for applying.

Application requirements

Barents Plus coordinators (can be found under “Members” in the main menu) at member institutions fill out and send ONE application form on behalf of the whole institution. Each institution applies for its outgoing students and teachers. Exchanges/projects should be listed in a prioritized order. Partner institutions have to use the Institutional Application Form for applying for teacher and student exchange activity. Application forms are found in the menu “Apply and Report” in the main upper menu of the webpage. Individual applications for teachers and students should be sent to the host institution (Barents Plus coordinator) after receiving the Barents Plus grant. Institutions applying for mutual projects have to apply separately for a part of the grant (to be specified in the application). They can also agree upon who carries the main responsibility and will apply on behalf of other participants. The existing co-operation agreement should be enclosed (if not submitted with earlier Barents Plus applications or if the submitted one is no longer valid). The Barents Plus program is not aimed at covering all project expenses, but at supporting institutions which cover their own share of the projects or have other additional financing sources. There should be own project description for language courses containing information about level, content, target group, budget, involved partners, and the amount the institution is applying for.

Reporting procedure

Reports have to:

–          show how the grant was used

–          inform whether the projects were financed beforehand, directly or via a partner institution.

–          give information about the institution’s own share in the project


Students and teachers should submit their application forms to Barentsplus coordinators at their institutions.
