What does the community want to achieve?
In this step you want to discuss and establish what to aim for with the EBM management plan, based on the common understanding of the system.
Your goal is to reach a consensus about an overarching goal. This can be general but should give a clear direction.

How to find the overarching goal?
Gather goals and ambitions
Each actor group might have differing goals. Contact each group/individual. Ask open questions. Give space for narrative.
Identify priorities and trade-offs
Which goals are synergetic, which ones contradict? Can you see win-win outcomes? What needs to be negotiated?
Draft overarching goals statements
Broad but directional statements according to the identified priorities for each group. Spell them out to present to the local actors as the basis of a common understanding and discussion.

Collaboratively draft your overarching goals until you reach a consensus
Over-arching goals in Karlsøy
Restore coastal ecosystems with emphasis on rebuilding coastal fish stocks and restoring kelp forests.
Possible management actions include removal of sea urchin through culling or targeted fishery, protection of wolffish from fishing, better regulation of tourist fishing, regulation of pollution from the aquaculture industry, and better control of predation from top predators through culling of American mink and regulation of local seal and otter populations.
