Planning phase
This phase lays out a detailed EBM plan. It analyses the socio-ecological system in detail, establishes SMART objectives and concrete actions to achieve them. A large part of the work is done by experts, a dedicated planning group that collects and assesses the necessary data and conducts the planning work.

In this step you want to gather detailed and expert knowledge on (a) the ecosystem, (b) economic, social and cultural values, and (c) the governance system in your project area. Your goal is to gather concrete data, knowledge and information that can inform your management actions. The assessments can happen simultaneously and cross-fertilize each other.

In this step you want to translate your assessment findings into clear and measurable aims for your management actions. Your goal is to define SMART objectives that reflect the ecological, social, and economic priorities identified in your project area.

Develop and plan concrete management actions
Develop possible actions
In this step you want to assess alternative management actions, select the most appropriate ones, and build a realistic plan that includes monitoring and adaptation steps. Your goal is to plan and decide what is to be done in practice to achieve your management objectives.
7.
Get approval for your management plan
Official sign-off
In this step you want to move your management plan from proposal to formal decision. Your goal is to have endorsement from both the community and the governance authorities.
