This phase builds the foundation for the management. It identifies and engages local actors, delineates the management area, identifies key concerns and issues, and develops the over-arching goal.

Who needs to be involved?
In this step you want to get an overview of who impacts the ecosystem and who is impacted by the decisions you make.
Your goal is to make a list of local actors and reach out to them.

Identify key drivers and concerns
How does the socioecological system work?
In this step you want to gather as much input as possible from the community: concerns, challenges, experiences and observations.
Your goal is to establish a common understanding of the socioecological system and delineate the project area.
3.
Set overarching goal
What does the community want to achieve?
In this step you want to discuss and establish what to aim for with the EBM management plan, based on the common understanding of the system.
Your goal is to reach a consensus about an overarching goal. It can be general but should give a clear direction.
